A Baltimore County man is in custody for suspicion of Peeping Tom, but women at an apartment complex targeted by the man say there could be as many as three suspects related to the case. Police, however, haven’t confirmed if any other persons of interest are under investigation.
Authorities arrested 55-year-old Andrade Robinson on Friday, May 8, following an investigation into repeated reports of suspicious activity near an apartment complex in the Towson, Maryland area, according to Baltimore County Police and local media reports.
Residents at the Donnybrook Apartments had spent months reporting incidents involving men allegedly looking through windows late at night and, in some cases, recording women inside their homes.
Several tenants said the incidents left them fearful inside their own apartments, particularly women living on lower floors near Towson University.
The Andrade Robinson arrest
After receiving complaints, officers increased patrols in the neighborhood while detectives worked to identify the person connected to the reports.
Investigators reportedly received an important lead after a resident spotted suspicious activity near the apartment buildings and provided information connected to a vehicle seen in the area. That information eventually helped detectives identify Robinson during the investigation, according to local reporting.
According to charging documents cited by local outlets, detectives later observed Robinson outside another apartment complex in the Rodgers Forge area, about two miles away from Towson, during the early morning hours on Friday.
Investigators allege he was attempting to peer into a residence before officers moved in and detained him. Authorities said Robinson then tried to leave the scene on foot before being taken into custody.
Charging documents reveal that Robinson was allegedly using a three-step ladder to look into windows. When confronted, he claimed he was looking for “resale items” in trash bins, though police noted he never went near any dumpsters.
Other suspects could be at large
Even after Robinson’s arrest, several residents said they remain unconvinced that the investigation is over. Women at the complex told reporters they suspect as many as three men may have targeted the area since late 2025. Baltimore County Police have not publicly identified any additional suspects or confirmed whether investigators are pursuing others in connection with the incidents.
Crucially, local outlet WJZ confirms that the men seen on resident security cameras in April do not match Robinson, supporting the tenants’ theory that at least two other individuals remain at large.
One resident, Devin Kaestner, described the situation by saying tenants felt as though they were “living in a horror movie of our own,” according to The Baltimore Banner.
Prosecutors charged Robinson with misdemeanor peeping tom and surveillance-related offenses. Court records reviewed by local media indicate he is being held without bond pending further legal proceedings, with a court appearance scheduled later this summer.
Residents remain concerned about safety and privacy in apartment communities around Towson. Some tenants said they installed additional cameras and window coverings after learning neighbors had encountered men outside their windows during overnight hours.
Police spokesperson Joy Lepola-Stewart said the investigation remains active. Officials have continued encouraging residents to share security footage or information that could help detectives determine whether additional crimes occurred.
Baltimore County Police said anyone with information related to the case or similar incidents should contact investigators as the inquiry continues.
