A massive multi-agency effort in Florida has successfully recovered 163 missing children, ranging from 2 months old to 17 years old, in a mission known as Operation Statewide Shield. This initiative, which took place over five days in mid-August, represents the largest operation of its kind in the history of the state.
According to Fox News, the operation involved a wide range of federal and foreign law enforcement agencies working in tandem to track down these vulnerable youths. PEOPLE noted that the mission was officially designated as the first statewide child recovery initiative of this scale for Florida. Additionally, NBC 6 highlighted that officials have described the effort as one of the largest child-recovery operations in American history.
Per the outlets, the children were located across a vast geographic area. Domestically, they were found in Florida, Alabama, California, Ohio, New York, North Carolina, Puerto Rico, and Tennessee. Internationally, the reach extended to Brazil, Canada, Colombia, Dominica, Finland, Ghana, Guatemala, Italy, Jamaica, Mexico, Spain, and Taiwan.
A targeted effort
According to NBC 6, Attorney General James Uthmeier announced the results of the mission on Tuesday. Many of the children were found in Florida itself. The outlet reported that 46 children were found in the Tampa Bay region, 41 in Miami, 32 in Jacksonville, 21 in Orlando, 12 in Fort Myers, eight in Pensacola, and three in the Tallahassee region.
In a statement, Uthmeier explained that some of the recovered children were runaways, while others had been abandoned, neglected, or abused, and some had been trafficked. “Many of these kids have been victimized by those who prey on the most vulnerable,” he said. “Thanks to the outstanding work of Florida Department of Law Enforcement, the Office of Statewide Prosecution, and our state and local partners, these children are now safe and receiving the care they deserve.”
The logistics of the recovery were highly organized, per Fox. As the children were found, local law enforcement transported them to designated recovery hubs. At these locations, they received essential support from social services workers, child welfare professionals, medical providers, victim advocates, and other child-centered agencies. Earlier this year, Kansas City conducted an operation to take down child trafficking during the FIFA world cup.
According to PEOPLE, organizations such as the behavioral health service BayCare were instrumental in providing this care. Depending on individual circumstances, some children were reunited with their families, while others were placed into foster care. This is just the latest in operations the state has conducted to protect children, nabbing a Santa impersonator in a child trafficking sting.
The outlets noted that three men have been arrested in connection with the operation so far. Michael Corey Prescott was arrested on August 21 by the Jacksonville Sheriff’s Office and faces charges including three counts of lewd and lascivious acts with a minor, one count of felony battery, and one count of aggravated assault. He also had an active warrant for interference with child custody.
Robert Ferral Allison was reportedly arrested on August 20 by the Lee County Sheriff’s Office and charged with lewd and lascivious battery on a victim 12 to 16 years old. Jayden Allen Harwood was also arrested on charges of interference in a child custody case and resisting officers without violence. A spokesman for Uthmeier’s office noted that more investigations have been started and that more arrests are expected.
PEOPLE reported that the Florida Department of Law Enforcement (FDLE) spearheaded the operation. They utilized strategies and lessons learned from previous initiatives like Operation Dragon Eye and Operation Home for the Holidays.
FDLE Commissioner Mark Glass stated, “Operation Statewide Shield demonstrates the power of collaboration and the unwavering commitment shared by all participating agencies and organizations to achieve a singular mission: find our kids and bring them home.”
The operation was reportedly overseen by Rita Peters, who serves as the special counsel to the Attorney General for Human Trafficking. With the successful recovery of these 163 children, their individual files in the Missing and Endangered Persons Information Clearinghouse have been closed.
As Uthmeier stated, “Florida will continue leading the recovery of missing children, hunting down every predator and prosecuting abusers to the fullest extent of the law.”
