Well, in a new interview with CBR, Kellum confirms that that’ll change when the show returns for its fifth season this October.

There’s something about Curtis that’s very driven. I think you’ll see some of the hurdles he’ll have to pass. You’ll see that his drive really pushes him through everything. Whether it was the Olympics or now getting into the field with Team Arrow, I think it’s going to be a really fun journey. The mask is happening this year. You can definitely expect it in the first nine.

Doesn’t get any more clear-cut that that: Holt will suit-up as Mr. Terrific within the first 9 episodes. The events of season 4 saw Felicty Smoak removed from her position as CEO of PalmerTech and Curtis, presumably, out of a job – so it’ll be interesting to see how he integrates himself back into the story, and what prompts him to adopt a superhero identity.
