The current Congress, controlled by Republicans, is heading toward being the least productive in decades, which is very different from how things were during the first term of the Trump administration. As of now, President Trump has only signed five bills into law, a number that is much lower than what past administrations had achieved by this point. This is a big difference compared to 2017, when this stage had 35 bills signed during the presidential term, the highest number ever recorded.
This major drop in the number of laws being passed shows the serious problems the Republican party is facing, even though they hold majorities in both the House and the Senate. There are many reasons for this unusual lack of progress in passing laws. According to CNN, one of the biggest factors is the disagreements within the Republican Party itself.
The party is split between more moderate members and very conservative members, and they often disagree on important policy issues. Moderate Republicans, who often come from more diverse districts, support different policies than the party’s more conservative wing. These internal conflicts are especially clear regarding the “big beautiful bill,” a large piece of legislation that tries to cover many parts of President Trump’s agenda, including tax cuts, stricter immigration rules, and changes to energy policy.
Republican’s Congress can’t work together to pass bills
The strategy behind the “big beautiful bill,” which tries to combine many policy goals into one law, has been very hard to manage. The bill is so broad, and the disagreements within the party are so deep, that getting enough votes to pass it has been extremely difficult. Conservative members who want bigger spending cuts have argued with moderates who want to protect programs like Medicaid and keep certain tax deductions, making it even harder to pass the bill.
President Trump’s influence has also made the situation more complicated. While most Republicans (58%) say they trust Trump’s judgment more than their own party leaders in Congress (22%), this has led to a situation where the President’s preferences often decide what laws the party tries to pass, even if not all Republicans agree. Because of this, there have been many cases where Republicans have had to set aside their own beliefs to support Trump’s “MAGA” agenda.
Since Congress has not been able to pass many laws, President Trump has had to rely more on executive orders. So far, he has issued 152 executive orders, which is more than any other president at this point in their term since at least the time of Franklin D. Roosevelt. While executive orders let the President work around Congress when they are stuck, these policies can easily be undone by future presidents.
It seems like Trump doesn’t believe this Congress can do anything, as he has executive orders to interpret federal laws, and even using them to try to bypassing laws to end birthright citizenship. The effects of this historically unproductive Congress are important, and may lead to instability in the future.
The Republican Party’s failure to pass its own laws weakens its position and makes people question whether it can govern effectively. Using so many executive orders might solve problems in the short term, but it creates instability in the long run and could upset the usual balance of power between the President and Congress.
