Texas woman goes out of town for 6 weeks to attend a ‘funeral’, leaves her kids at home with no food and an 11yo in charge

The 11yo was somehow supposed to procure food for his 6yo sibling.

Rayshawna Deanna Dowdell is currently a wanted woman for allegedly abandoning her two young children for six weeks. According to the NY Post, the 34-year-old Texas mother left her 11-year-old child to look after her 6-year-old sister in their Katy home while she was away.

The investigation into her abandonment began in late March when a concerned woman contacted the police. She had been housing the two children after they confided in her at a local park that their mother had been gone for an “extended” period. Court documents reveal that the children were left to fend for themselves between February 17 and March 30, forcing Child Protective Services (CPS) to step in. 

During this time, the 11-year-old was forced to take on adult responsibilities, including getting her younger sister ready for school and attempting to find food. When confronted by deputies, Dowdell admitted she had been out of town to attend a funeral. Despite this explanation, court records indicate there was no digital evidence that she had ever informed her daughters when she intended to return home.

The environment inside the home was reportedly grim, with police describing the residence as “cluttered, unkempt, and lacked available food.” They noted that a back door to the property was left unlocked. While the mother was gone, she reportedly maintained remote contact with the children and even used services like Uber Eats to send them meals. 

Text messages from the 11-year-old, however, painted a much clearer picture of the reality on the ground. The child expressed “distress, fear, lack of food, and inability to continue caring for her sibling” during those long weeks. It is beyond horrible that this has happened twice in the last few months, except in that case, it led to the death of a baby.

Following the initial discovery, CPS stepped in and placed the children with their aunt. Unfortunately, that placement did not last, as documents claim Dowdell became involved in a physical altercation with the new caregiver. After that incident, she allegedly took the children and disappeared, evading welfare checks until investigators eventually tracked them down in Ohio.

While parents generally have the right to raise their children as they see fit, they also carry a non-negotiable legal obligation to provide for their children’s basic needs, such as food, clothing, and medical care, until those children are emancipated or removed from the home. According to LawInfo.com, law enforcement can charge parents who fail to meet these obligations with child abandonment or neglect under state criminal laws.

The definition of child abandonment can be quite broad and varies depending on the state. Generally, it occurs when a parent fails to provide necessary care or deserts a child without regard for their safety and with no intent to return. In many jurisdictions, this can include leaving a child at home alone for a duration that could lead to harm. 

The consequences for these actions are severe. In some states, child abandonment is classified as a felony, which can result in significant prison time and heavy fines. 

As of Wednesday, Dowdell remains on the lam. Prosecutors have already set her bail at $50,000, and she is facing a felony charge of abandoning a child without the intention to return. The investigation into her whereabouts continues, and the legal process will determine the final outcome of these serious allegations.
