Essence Barrow-Lee, 19, from Milwaukee has filed an official complaint against the Wisconsin State Patrol following a highly controversial traffic stop. The video of the stop has since been released by Barrow-Lee’s family and subsequently went viral on social media, with many questioning the necessity of such forceful actions against a teen with no prior record.
Reportedly, the incident happened on Feb. 2, 2026. An officer pulled Barrow-Lee over on suspicion of excessive speeding, improper vehicle registration, and obstruction. The Daily Dot obtained the video, which shows the officer asking Barrow-Lee to step out of her car, to which she answers, “No.”

Things only escalated further when Barrow-Lee asked the officer why she was being asked to leave her car, and he responded, “I don’t need a reason.” Many people who have seen the video online have pointed to this moment as an example of the officer not doing his job and failing to de-escalate the situation. Not everyone felt that way, however. Some placed the blame solely on Barrow-Lee for refusing to comply.
However, things only got worse from there. She started recording the interaction while on the phone with her mother, who was giving Barrow-Lee advice on how to navigate the situation. Barrow-Lee continued asking the officer why she needed to leave her car. Her mother, on the other end of the line, was telling Barrow-Lee to check his badge number and try to figure out his name. At one point, Barrow-Lee asked the officer for his supervisor, to which he responded, “That’s not how this works.”
Moments later, the officer broke her window and pulled Barrow-Lee out of the car. She can then be heard screaming and calling out for her mom. She was arrested for obstruction. She later told CBS, “I was scared. I already have bad anxiety, so it worsens everything,” explaining why she didn’t comply.
On X, one user wrote, “The moment any law enforcement says: ‘I don’t need a reason’ or ‘because I said so,’ they have announced their intention of violating your rights. Body cam footage should be issued for EVERY INTERACTION. Not for any costs. We already paid for the cams/footage WITH OUR TAXES.”

But another user saw things differently and partly wrote, “How hard is it to comply? Follow orders, you are not in charge. The police are doing their job. It is your job just to listen.”

The mystery of the birthday card
Barrow-Lee’s family seem to believe they have grounds for their complaint and say they will pursue every legal avenue available. That being said, reportedly, the Wisconsin State Patrol have also been trying to maintain cordial relations with Barrow-Lee. She claimed they even sent her a birthday card that read, “Wishing you a happy birthday!! Don’t forget to register your car! Get that car insured too now!”
The Wisconsin State Patrol have also reportedly launched an internal investigation into their increasingly complex relationship with Barrow-Lee. They are reviewing the original traffic stop and now claim that the birthday card never came from them—so they will also be investigating that as well.
