Though the driving force of Civil War is the conflict between the heroes, there is still a villain waiting in the wings. This is Daniel Bruhl’s Helmut Zemo, who aims to bring down the Avengers due to a thirst for revenge.

At the end of the movie, he is incarcerated in supervillain prison the Raft, but the guy seems suspiciously confident that his evil plans are not dead and buried. As such, this ending raises the question of whether Zemo will return in a future MCU installment – most likely in Phase Four (Captain America 4, perhaps?).

What Marvel could be doing here is introducing a version of the character who is extremely different from the comics only to get him closer to the source material as things move along, in a similar way to Crossbones. If we do see Zemo again, perhaps next time he will don his signature purple hood?
