As the conflict between the two sets of heroes reaches dramatic escalations, Tony Stark turns to some rather drastic measures as he tries to bolster his team of pro registration heroes. Offering them a clean slate and exoneration from their prior activities, Stark opens dialogue with a number of villains whom he convinces to fight on his side during the final stages.

Ignoring the fact that there probably aren’t quite enough villains who’ve been introduced into the MCU, it’s still not probable that this version of Stark would turn to them even if he could. In his big screen portrayal so far, Stark has been presented as a nobler character than his comic counterpart and it isn’t likely he would abandon this during the events of Civil War.

While there’s always a very slim chance that a popular villain like Loki could be persuaded into the conflict, this is still a huge outside chance and not something we are expecting to see when the movie finally releases.
